Nacogdoches county landowner Michael Bishop announced a new lawsuit against the Railroad Commission of Texas (RRC) at a rally in Austin on November 29th. The RRC is the state agency that regulates the oil and gas industry and pipeline safety in Texas. The RRC has insisted on defining tar sands bitumen as crude oil thus gaining common carrier status in the state of Texas allowing the use of eminent domain by Trans Canada. Challenging the commission’s current definition of tar sands bitumen as crude would effectively halt the flow of bitumen through Texas.
